Consultant or organisation to deliver research project: The contribution that Lettings Agents play in the London ‘shadow private rented sector’

Budget: £50K (including VAT)

Research brief

Trust for London has funded Safer Renting to research the contribution that Lettings Agents play in the London ‘shadow private rented sector’, in particular:

  • how the regulatory framework and enforcement activity of Property Agents impact private renters’ exposure to abuse of their tenancy rights; and
  • what changes are needed, in public policy, practice and resourcing.

There are two stages to the work; a rapid literature review followed by a mixed methods research project, drawing on a range of sources, including representatives of regulatory bodies, professional bodies such as the Chartered Trading Standards Institute (CTSI), Chartered Institute of Environmental Health (CIEH), Property Ombudsman and Redress Scheme, industry representatives such as ARLA and NRLA and practitioners, renters membership organisations, and all other key stakeholders.

Research requirement

The research design should be outlined in proposed methodologies but is likely to draw on one or more of the following; action research, participatory research, peer research approaches, and evaluation methods. It will use ‘mixed methods’. The type of methods we anticipate include; observations; semi structured interviews; focus/discussion groups; case studies; conversation analysis. We recognise that there is a limited budget for the project and that the methods will be designed and prioritised accordingly.

Research fieldwork and reporting period: June 2024-November 2025

Presentation of final report: December 2025

Consultant or organisation to deliver research project: Private Tenants Rights Advocacy

Budget: £30K (including VAT)

Research brief

Exploring new ways to engage communities experiencing poor housing conditions, and how they impacts health and housing experiences and outcomes

Research requirement

The overall aim of the research is to capture and enhance the learning from the work being undertaken with communities in Lambeth, and provide an independent account of this through reports, presentations and other outputs as appropriate.

Research objectives are to:

  • Support the design of monitoring tools to capture basic information about the project’s
    activities and the characteristics of those engaged with the project at different levels.
  • Work with project staff and communities to capture what success might look like and what outcomes (intended and unintended) are being achieved by the project
  • Undertake qualitative research to capture the experiences and learning of those involved in the project, including people in the community, staff working on the project, and professional stakeholders.
  • Provide outputs which enable SaferRenting to disseminate learning from the project- outputs will include research reports and/or summaries but may also include a range of other outputs depending on the preferences of participants.
  • Deliver an independent account of the project’s activities and outcomes to ensure that learning is robust and credible.

Research fieldwork and reporting period: June 2024-November 2025

Presentation of final report: December 2025

Independent Advocate (Multi-Disciplinary)

Contract: Permanent/Fixed
Reports to: Head of Service – Independent Advocacy
Location: Cambridge House Offices with services delivered in local  
authorities allocated to the role.

Salary: up to £28,233.77 per annum (PT pro-rata)
Working hours: 35 (FT) hours per week or pro-rata PT

Job Purpose

As a member of Cambridge House’s Advocacy Team, led by the Head of Service, this role:

  • Undertakes IMCA, IMHA, Care Act, Generic and RPR casework in allocated London
    boroughs.
  • To act at all times within the:  
    – statutory guidelines of the Care Act 2014  
    – the Mental Health Act  
    – the framework of the Mental Capacity Act 2005, its related Code of Practice 
    – the Deprivation of Liberty Safeguards Code of Practice  
    – other relevant legislation 
  • To support and represent clients in eligible matters relating to or connected with
    statutory and non-statutory Advocacy.
